Minister of Foreign Affairs of the Republic of Abkhazia Oleg Bartsits congratulated Oliver Blanco Marcos on his appointment as Minister of Foreign Affairs and Foreign Trade of the Bolivarian Republic of Venezuela.

The congratulatory message reads, in particular:
